The SAFe Framework is composed of five layers: Architecture, Design, Development, Operations, and Maintenance (ADDM). The ADDM layer enables the communication between these four other layers.

Architecture defines the overall structure and behavior of a system. This layer includes definitions for requirements capture, distributed architecture, and component life-cycle management.
